Training under the Skills First funding is available for Victorian residents who are:
- An Australian citizen; or
- An Australian Permanent Resident (holder of a permanent visa); or
- A New Zealand citizen.
You also need to be either under 20 years of age or, if you are 20 years of age or more, boost your skills by seeking to enrol in a course at a higher level than your existing qualification (upskilling).

Even if you are not eligible for Skills First funding, you may still be eligible for Incolink subsidised places, discounted rates for members or even other government funded programs.
